Rob Bullock

Fire Chief

Fire Chief Rob Bullock began his journey with Douglas County Fire District No. 2 as a volunteer firefighter in 1986 before joining the district as a career firefighter/EMT three years later.

Throughout his dedicated service, he climbed the ranks, starting at the entry-level and steadily gaining knowledge and skills, ultimately reaching his current position as Chief. He truly values ongoing education, receiving his paramedic certificate, completing his fire science associate degree through Umpqua Community College, and obtaining a bachelor’s degree in public service administration through Grand Canyon University. He’s finished several other Western and Eastern Oregon University fire service courses.

Chief Bullock has actively contributed to various committees and teams and is an Executive Fire Officer Program graduate through the National Fire Academy.

Scott Richardson

Deputy Chief

Deputy Chief Scott Richardson began his fire service career in 1995 as a resident volunteer with Polk County Fire District No. 1 in Independence, Oregon, while studying fire science at Chemeketa Community College in Salem. He earned an A.S. Degree in Fire Suppression in 1997 and obtained his Paramedic License from the College of Emergency Services in Portland in 1998.

In 1999, Chief Richardson launched his full-time career with the LaPine Fire District in Central Oregon. Shortly after, he joined Douglas County Fire District No. 2, where he has advanced through the ranks of Firefighter, Engineer, Lieutenant, Captain, Battalion Chief, and now Deputy Chief.

While serving at Fire District No. 2, Chief Richardson continued his education, earning a Bachelor’s Degree in Public Safety Administration from Grand Canyon University in 2008. He also completed the Executive Fire Officer Program through the National Fire Academy in 2019.

Josh Waechter

Division Chief/Fire Marshal

Division Chief/Fire Marshal Josh Waechter started his career as a student/volunteer firefighter with DCFD #2 in the summer of 1995 after graduating from Roseburg Senior High School. He joined Sutherlin Fire Department in the fall of 1996 as a scholarship student/resident volunteer where he spent two years completing his A.S. Degree in Fire Science and obtaining his Paramedic license through Umpqua Community College. Chief Waechter became a career firefighter with DCFD #2 in the fall of 1998 and has spent his years of service working through the ranks of Firefighter, Engineer, Lieutenant, and his current rank of Division Chief/Fire Marshall. Chief Waechter continued his education and obtained his Bachelor’s Degree in Fire Service Administration with a minor in Psychology through Eastern Oregon University in 2022.

Chief Waechter has been an active member on numerous projects, committees and teams while employed by Central Douglas Fire & Rescue as well as being a student/volunteer mentor. Chief Waechter has also instructed at Umpqua Community College helping with the Fire Science program.

Mark Hernandez

Battalion Chief

Battalion Chief Mark Hernandez started in the fire service in 2002 when he became a volunteer at Sutherlin Fire department while attending Umpqua Community College in Roseburg. He graduated with an A.A.S. in Paramedicine and Technical minor in Fire Science in 2004.

Chief Hernandez began his full time career in 2005 after being hired by Ashland Fire and Rescue in Southern Oregon. One year later he accepted a position with Douglas County Fire District No. 2. During his time with the Fire District, Chief Hernandez has worked his way up through the ranks of Firefighter, Engineer, Lieutenant, Captain, and his current position of Battalion Chief.

Chief Hernandez has been an active member on numerous projects and committees for the Fire District and is currently the head of the Technical rescue team. Chief Hernandez is also continuing his education through Eastern Oregon University.

Mitch Doss

Battalion Chief

Battalion Chief Mitch Doss began his career in the fire service in 1998 as a seasonal firefighter for Douglas Forest Protective Association. In 1999, he became a volunteer at Sutherlin Fire Department while attending Umpqua Community College in Roseburg. He graduated in 2002 with an A.A.S. in Fire Science and an A.A.S. in Paramedicine.  Chief Doss became a Firefighter with DCFD #2 in the spring of 2003 and has spent his years of service working through the ranks of Firefighter, Engineer, Lieutenant and his current rank of Battalion Chief.

Chief Doss has been an active member on numerous projects, committees and teams while employed by the department that is now CDF&R.

Ryan Felker

Battalion Chief

Battalion Chief Felker started his career in the fire service in 2001 when he became a resident scholarship student with the Sutherlin Fire Department while attending Umpqua Community College in Roseburg. He graduated in 2003 with an A.A.S. Degree in Paramedicine taking numerous Fire Science classes throughout his college career.

Chief Felker began his full-time career in 2004 after being hired by Klamath County Fire District #1 in Southeast Oregon. Two years later, he returned to where he grew up to continue his career with Douglas County Fire District No. 2. Chief Felker has worked his way up through the ranks of Firefighter, Engineer, Lieutenant, and his current position of Battalion Chief with Central Douglas Fire & Rescue.

Chief Felker has been active on numerous projects and committees for the Fire Authority, including the technical rescue team, wildland conflagrations, and participating on the peer support team. Chief Felker is continuing his education by pursuing his bachelor’s degree in business administration.

Nick Wecks

Battalion Chief-Training / Volunteer Coordinator

Battalion Chief Wecks started in the fire service in October of 1998 when he became a resident scholarship student with Sutherlin Fire Department. He graduated from Umpqua Community College with an A.A.S. in Paramedicine in 2001. Chief Wecks began his full-time career in January of 2001 with the Sutherlin Fire Department. In 2010, Douglas County Fire District No. 2 took over services in Sutherlin and Chief Wecks has been with the Fire District since. During his time in the fire service, Chief Wecks has worked as a Firefighter, Engineer, Lieutenant and his current position of Battalion Chief- Training/Volunteer Coordinator.

Chief Wecks is an active member on numerous committees for Central Douglas Fire & Rescue and is currently on the Technical Rescue Team. He has mentored fire service students for 21 years and taught Rough Terrain and Swift Water Rescue classes for 15 years at Umpqua Community College.

Jessica Hansen

Chief Financial Officer / Human Resources

Jessica Hansen joined Douglas County Fire District No. 2 as the Chief Financial Officer in March 2021. Prior to joining the district, Jessica was the Chief Financial Officer for Douglas County, Oregon and has been doing governmental accounting in various capacities since 2007.  She is responsible for oversight and administration of all the Authority’s financial services, budget, accounts payable, accounts receivable, grant management, payroll and human resources. Jessica manages both Administrative Accounting Clerk positions who perform various administrative and accounting functions as well as overseeing administrative programs such as health insurance, retirement, liability insurance and workers’ compensation insurance.

Jessica is a Roseburg native, has a Bachelor’s Degree in Accounting from Northwest Christian University and is a Certified Public Finance Officer through Government Finance Officers Association of the United States and Canada.

Margie Giusto

Administrative Accounting Clerk

Margie Giusto started her career with Winston-Dillard Fire District 1/1/2005 as the Administrative Assistant. Before joining the district, Margie gained experience working as a Billing Specialist for West Ambulance. Margie is responsible for assisting in the district’s financial services, accounts receivable, budget, ambulance billing, FireMed Memberships, and Public Records Request.

Margie has lived in the Winston-Dillard Community for over 38 years and enjoys attending community events. The newest event for serving our community efficiently is Central Douglas Fire & Rescue. The merger of Douglas County Fire District No. 2 and Winston-Dillard Fire District which will continue providing fire and rescue services to our community.

Brooklin Raade

Administrative Accounting Clerk

Brooklin Raade joined Douglas County Fire District No. 2 as the Administrative Accounting Clerk in February 2022. Before Joining the district, Brooklin gained finance experience working as an Accounting Technician for Douglas County. She is a Roseburg native and has an associate’s degree in business management/technology from Umpqua Community College. Brooklin is continuing to get her bachelor’s degree in accounting through Bushnell University. Brooklin is responsible for assisting in the fire authority’s financial services including accounts payable, payroll, budget, etc.
